District Program Facilitator (DPF), Third-Party Billing Trainer

Summary of Position:

The Third-Party Billing Trainer's primary role is to team and train special education staff on 
Third-Party billing for personal care assistance services provided to special education students 
as directed by the individual education program (IEP). 

Essential Functions:

Employees are required to be in attendance and prepared to begin work at their assigned work 
location on the specific days and hours. Factors such as regular attendance at the job are not 
routinely listed in job descriptions but are essential function. Essential duties and 
responsibilities may include, but are not limited to the following:

Primary roles include but are not limited to:

  • Provide initial training to special education assistants (SEAs) and on-going 
    training and supervision, while working with students.
  • Ensure SEAs complete the CFSS (Community First Services and Supports)
    training and test offered through the Department of Health (DHS) and through 
    the Source in MPS and assist them to gain access to EdPlan.
  • Gain and maintain knowledge of students supported on caseload to team with 
    case managers to write appropriate care plans based on IEP driven needs.
  • Train special education staff on appropriate documentation requirements to 
    ensure reimbursement for health services provided to students within the school 
    environment.
  •  Maintain supervision documentation of special education assistants based on 
    state and federal requirements.
  • Maintain current documentation, and set up, for supporting caseload on EdPlan
    (including set up for special education assistants).
  • Complete required time studies and annual review for the plan of care document
  •  Strong communication skills to team, train and educate special education staff
    regarding needs identified on the individual education program (IEP)
  • Attend appropriate training provided at the city(cohort groups), state, and federal
    levels.
  • Current caseload 40-55 students per .1 FTE (Most trainers have 1-3 schools per 
    FTE)
  • Maintain organizational processes to meet frequent deadlines.
  • Set up and schedule training and regular supervision visits at assigned schools 
    as required by state guidelines and to assist SEA staff with documentation 
    needs.

Essential Skill Required to Perform Role: 

  • Applying and using word processing applications, basic spreadsheet and database 
    applications.
  • Applying judgment and discretion in carrying out department, program and/or building 
    specific procedures, policies, operational routines pertaining to assigned areas of 
    responsibility.
  • Communication and interpersonal skills as applied to interaction with coworkers, 
    supervisors, the public, etc. sufficient to exchange or convey information and to receive 
    work direction.
  • Implementing and maintaining departmental records, files, or lists.
  • Customer service, effective communication, and human relations skills to aid in dealing 
    with, and applying, proper phone etiquette, judgment, and discretion in providing and 
    dealing with the staff, public and district personnel.
  • Prioritizing job assignments and performing work assignments requiring attention to 
    detail, precision, and accuracy.
  • Demonstrating confidentiality.

Minimum Qualifications: 

  • Holds and maintains current state health care licensure in one of the following: 
    Occupational Therapy, Physical Therapy, Speech Language Pathology, Nursing, Social 
    Work. 

Preferred:

  • Three or more years working in a related position.
  • Demonstrates knowledge of Third-Party billing program and experience with 
    documenting health services logs.

 

Contract: 
MFT teachers contract 42 weeks
