Job Description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.1 The Catholic Music Director is to provide a non-personal service to support the 319th Air Base Wing Chapel. Duties will include but not be limited to: recruiting volunteer musicians and vocalists, ensuring volunteers complete a background check if working with youth under 18 years old, conducting musical training, and directing a parish music team comprised of volunteer musicians and vocalists for the purpose of leading a congregation in songs and musical segments during the Catholic Liturgical celebrations.
1.2 The Director must submit and favorably pass the background check application to the
Catholic Chaplain according to Department of Defense Instruction (DoDI 1402.5), Criminal
History Background Check, within 5 days after receipt of award.
1.3 Place of Performance: These rehearsals and performances will be held at the Grand Forks Air Force Base Sunflower Chapel (Building 124).
2. Tasks:
2.1. Support the overall Chapel mission by working cooperatively with leadership, staff members,
and volunteers.
2.2. Support the Chapel leadership’s direction for worship service. Coordinate with the Catholic
Chaplain in the selection of music to include compiling a song list and providing it in advance of
rehearsal/worship for review and approval.
2.3. Recruit, assemble, rehearse, and lead the Music Team in songs and musical segments during the Catholic Liturgical Services.
2.3.1. “Recruiting”, done informally, will be led by the Director through social media, via Sunday bulletins, one on one conversations, and as a general service announcement.
2.4. Meet as required with the Catholic Chaplain and the Music Team in order to discuss pertinent musical issues related to the performance of duties.
2.5. Coordinate with the Chapel Staff to ensure all volunteers working with youth below 18 years of age receive a background check as directed by DODI 1402.5 Criminal History
Background Checks on Individuals in Child Care Services.
2.6. Be present at least 30 minutes prior to rehearsals and worship services in order to prepare and perform necessary duties related to leading the Music Team in songs and musical segments. The normally scheduled weekday rehearsals should be no less than 90 minutes in duration minus pre-event set-up and post-event take-down.
2.7. Notify the Catholic Chaplain of anticipated delays and absences at least seven (7) days prior. If absent, musician will find a substitute with name and contact information to support these requirements who meets the personnel qualifications in accordance with Paragraph 5.1.
2.8. Provide musical support as described in 2.3 not exceeding 52 weekly rehearsals (52
Units), 52 Sunday worship services (52 Units), 15 Holy Day rehearsals (15 Units) and 15 Holy
Day services (15 Units) for all 52 weeks of contractual year. This is a total of 128 Units. The
Holy Days will include but are not limited to: Christmas Eve, Christmas Day, New Year’s Eve,
New Year’s Day, Ash Wednesday, Holy Week, Easter, Ascension, Pentecost, Assumption, All Souls, All Saints, Immaculate Conception, and Bishop’s pastoral visit.
2.9. Present a clean and professional appearance and dress appropriately for Chapel services in accordance with local Chapel Operating Instructions to be made available to the Musician upon request.
2.10. Ensure the security and cleanliness of all facilities utilized in conjunction with related programs and observe all local safety requirements and procedures. Maintain workspace, and storerooms in a clean, orderly and safe manner.
2.11. Work an average of two (2) units per week to include set-up, tear-down, rehearsals, performances, recruiting and training volunteer musicians, vocalists, A/V technicians, planning, and directing the Music Team.
Personnel Qualifications:

3.1 Personnel Qualifications: The Contractor shall provide personnel with the necessary
training and qualification to accomplish all requirements identified in this PWS. Resumes
will be submitted for validations of skill sets. In the event of contractor turnover of
employees, qualification summaries shall be submitted 14 days in advance through the
Contracting Officer for verification of key personnel skill sets. Contractor shall have all of the
following skill sets:
5.1.1. Possess a general understanding of the basic concepts of Christian
doctrine.
3.1.2 Possess a minimum of two (2) years’ experience as a Praise and Worship
Musician and/or Director in a Catholic Worship Service setting to include:
3.1.2.1 Leading a Band, Praise Team, and congregation in songs vocally and
instrumentally (while playing a guitar or keyboard);
3.1.2.2 Conducting weekly rehearsals with a Band and Praise Team;
3.1.2.3 Recruiting, assembling, and maintaining a Band and Praise Team;
3.1.2.4 Possessing a current repertoire of Catholic music and songs.
3.1.3 Have training in music with the ability to read music (including chords)
and/or to effectively play by “ear.”
3.1.4 Willing to work within an interdenominational and interfaith setting with
chaplains and parishioners of diverse religious positions/backgrounds.
3.1.5 The contractor must submit and favorably pass the background check
application to the Senior Catholic Chaplain according to Department of Defense
Instruction (DoDI 1402.5), Criminal History Background Check, within 5 days after
receipt of award. This requirement includes Federal NACI, State and Installation
Records Checks. All checks will be initiated and tracked by the 319 ABW/HC staff.
Because of public law and DoD 1402.5 regarding contractors that work with children
under the age of 18, contractor must favorably pass all background checks; inability
to do so will invalidate this contract. 

Core Working Hours. The Catholic Chaplain and Musician shall determine core working hours not exceeding 52 weekly rehearsals (52 Units), 52 Sunday worship services (52 Units),8 Holy Day rehearsals (15 Units) and 8 Holy Day services for all 52 weeks of contractual year. The Holy Days will include but are not limited to: Christmas Eve, ChristmasDay, New Year’s Eve, New Year’s Day, Ash Wednesday, Holy Week, Easter, Ascension,Pentecost, Assumption, All Souls, All Saints, Immaculate Conception, and Bishop’s pastoral visit.
The Catholic Liturgical Services will be held on Sundays between 09:00 to 12:00 PM and at scheduled time on Holy Days and Feasts. Rehearsals will be held on a designated weekday usually Thursday evening and are negotiable with the Catholic Chaplain per local needs assessments. (Musician will be notified at least seven (7) days in advance of exceptions to dates and times of rehearsals and worship services.)
